Pulaski County Library System’s services are available to all residents of Pulaski County and the surrounding areas. A library card or photo ID is required in order to check out library material, including computers and to access online services. A patron may register on-line from this website and have a valid picture ID with a current mailing address to apply for a library card or pick up one after registering online.

The first card is free and there is a replacement fee of $2.00 for lost or stolen cards. A Pulaski County Library System card will be honored at both the Pulaski Library and the Charles & Ona B Free Memorial Library in Dublin. Materials may be checked out for two weeks and renewed for another two weeks if there are no holds on the item. Movies may be checked out for one week and may also be renewed online or by phone. New River Public Library NRPLCoop cards are also available if you are interested in using the same library card at other area libraries.

Library Outreach

The Pulaski County Library provides Outreach Services to the area preschools, daycare centers, Head Start, Pulaski County Preschool classes and Retirement Homes. For more information call the library at (540) 980-7770.

Copier for Public Use

A color copier is available at both libraries for use by the public. The copier will print 8.5x11 (letter) inch, 8.5x14 (legal) and 11x17 inch paper and will do double sided copies. It can also sort and staple. The copier has enlargement and reduction capabilities. Black & White copies are 10 cents per page, color 50 cents. Double sided copies count as 2 pages. You can also print and scan pdf or graphic files to and from your USB devices.

Notice: Warning concerning copyright restrictions

The copyright law of the United States (title 17, US Code) governs the making of photocopies or other reproductions of copyrighted material.

Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excess of "fair use," that user may be liable for copyright infringement.


The library staff can fax documents for you. The charge is $1.00 per page faxed. Cover sheets are available for your use if you need them. You will receive a confirmation report for your faxed document.

Scan to Email

Copier services at the libraries include scanning text and/or graphics for emailing to any email account as a jpg, tiff or pdf file, thus converting paper documents to electronic format. The charge for this service is 25 cents per email.


You may bring items to the library to be laminated by library staff. Laminating is done on Wednesdays and may be picked up after 2:00pm. Items may be left any time during the week. The cost is $1.00 per foot with a minimum charge of $1.00. Items must be at least the size of a business card and can be no wider than 24 inches. The length of the item does not matter as long as it is not wider than 24 inches. Items thicker than poster board can not be laminated. If items have been glued on what you are having laminated, please make sure the glue has dried because moisture will cause bubbling. Original photographs can not be laminated due to the heat used in the process causing the photo to crack.

Multipurpose Room Use

The library has a room that may be used by non-profit groups and organizations. The room must be reserved in advance and a room use form must be filled out by a representative of the group. For Multipurpose Room reservations or questions, call 540-980-7770.

Interlibrary Loans

The library can borrow books for research or pleasure reading from other libraries if we do not have them in the Pulaski Library System. If you need materials that we don't currently have please ask about this service or e-mail A $3.00 charge per book for partial shipping charges will be applied.

Wi-Fi Hot Spot

Wireless access is available at both Pulaski and Dublin libraries. Just bring in your laptop and ask staff for the login and password. Wireless printing is also available from your mobile devices.
